Lagged out is when your server latency goes down the drain. Lag is an event in which the latency is too low to be able to move, and other actions depending on your latency settings. Anyways, if you ever experience extremely slow internet, you should consider checking the heat of your router (if you have one) because routers can overheat, and cause lag. Generally this will slow down all internet devices and will be pretty obvious. Simply unplug your router for a few hours, and it will cool down. Make sure that you aren't using anything that requires large amounts of file transferring. :)

Ah, that could be it, I've just installed Win7 (was using the release candidate), and have to reinstall my Steam games. Thanks for the head's up... I know the router is pretty beleagured.
