Simple, I can use the undulo paint, or event certain bricks to use the "Water", emitter

Zone Events, and Zone Bricks
Example:
Onplayertouch>Spawn>SetvehicleBoat>
OnVehicleTouch>Vehicle>Setvelocity>(depending on where its facing).
