I'm new to Blockland and not familiar with the whole ".oog" setup
can anyone help me?

.ogg is a music filetype. To create .ogg files, we open up MP3's or whatever in a program called Audacity:
http://audacity.sourceforge.net/
We then cut them down to only be a short time long, and make sure they sound good when looped. Then export as an .ogg file.
