simplest way to do this is bankick people if you see them with an admin only item
otherwise, there should be an RTB pref and a big item list and you could set it to "All, Admin, or Super Admin"

Unfortunately, all the item names are sent to each client when they join. You could do it through admin commands that give the items to you, but it wouldn't have a name in your inventory without some hack. Personally, I use a slash comand that puts it in your hand like /wand or /magicwand.

What I'd do is make a box somewhere noone can get, then use Admin Orb / Comet (etc.) to get into it, and put the weapon / item in there, or wait for someone to make your idea.
