for most projects, the trend seems to be:

0% - not started
75% - thought about doing it
increment by 5% each time you touch the project (regardless of how much you actually did) until you get to 90%
increment by 1% each time you touch the project (regardless of how much you actually did) until you get to 95%
abandon the project (when in reality it's only about 25% completed)

As Reg said, it's usually estimation.

For some of my RPG build, I use how much is done.

Ex: Generic Town A...

5/6 houses built
landscape is built
NPCs are finished
Still have some emitters to add...

this would be about 90%, as the duped house with minor edits and a few emitters for realism won't take long.

50% : project thought about in a detailed way, building started
75% : building about a third done
100% : building about half done
