Because they are losers, who lack so much skill, that they need cheats to defeat the AI. Hell, they probably are playing on Casual as well.

There's only 2 difficulties in SR2 and I don't even see a difference between them, I always play on the hardest. I unlocked inf ammo and stuff like a champ, no cheats here.
