My CPU is bad not my GPU. Also I based it off the XBox 360. Even that lags. Try reading the entire review starfish.

Of course 360/PS3 can't keep the framerate above 30, it's more than likely limited to 30, maybe even less...

...which brings me to my second point. The consoles GPUs are very outdated, so it's not a matter of the game being unoptimized, it's a matter of the consoles lacking the ability to run it. Having that many zombies on screen at once is no small feat, for consoles at least.

It runs silky smooth on my laptop, with none of these graphical glitches you're talking about. Maybe you should split your review into separate scores for PC and consoles, like every other reviewer.

Also when it comes to this:
Only the PC but I've watched videos for PS3 and 360 and they both are laggy as stuff.

You shouldn't rate a games framerate based on videos.

Dead Rising 1 runs perfectly on the 360 and there's thousands of zombies on screen at once.
