The newb effect. It's a wonder how the regular hosters like Heed, Bushido, and some of the other popular servers can handle the idiots that make parttime hosters like us pull our hair out :/
My server somehow is a handicap magnet. Everytime someone joins there not capable of chat, they spam all over, try to kill you outside a mini game, ask me the stupidest questions, or are just trolling.

I didn't put both because I wasn't sure which one was correct, I put both because there are some of both types.

No, this sounds like a typical new person. You don't learn to chat in the Tutorial, so unless you have enough brain ower to look in the goddamn options section, you never learn to talk untill someone tells them. All new people pretty much spawn weapons and shoot you, spam, and all that other stuff becase they are new and don't know anything else to do. Stupid questions because they arecurious about certain things. I consider it stupid if it doesn't relate to Blockalnd, or the person is a stuff.

Is it not possible to have something in the welcome message, or a room with rules that you spawn in, and can't leave until you've read all the rules?

When I'm hosting, or a friend is hosting and I'm essentially in control, I just keep an eye on all the players.
Obviously you do find people who you can trust and don't need to watch, but otherwise, keep an eye on newer players or even quiet players with the /spy command.
If you see them doing something they shouldn't, then warn them not to do it, if they continue, it's as simple as a Ban, even for just 5 minutes.

It's not rude. They were warned. If they don't have the decency to do what they're told and respect the server, then they're not wanted.
They can consider the ban as a time-out to think about what they've done.
Most people won't rejoin, and that means they didn't care about being there.
If they do rejoin, 90% of the time, they come back and behave, but if they do come back and mess around again, they get a longer ban.

I barely ever permanently ban, over than for people who do completely stupid things, like spamming over other peoples work or destroying it, and I do permanently ban the stupid people who join the server, shout swears, then leave, thinking they're too fast to be banned.

Anyway, there is a lot of responsibility to hosting a server. You'd have to keep an eye on people a lot, and that can and almost defintely will mean you aren't always focussing on your own building or whatever it is you're doing.
It's a bit of a commitment, but if you're wanting a good server, it's required for someone to do it.
Trustworthy friends that can be Admins are a godsend in this sense, if they can help keep the place running smoothly.

And don't feel bad about banning people. If someone has to leave for the greater good of the server, then get rid of them.
There's no point letting them sabotage the fun that you and the others in the servers are trying to have.

Just take it easy, keep calm, get rid of those who need to, ignore the guilt and make your server a fun and enjoyable place.
Afterall, the whole reason of hosting is to have fun. There's no point doing it if you're not going to have any.

I usually perma-ban. If you are loving my server up, I don't want you to come back in 5 minutes. So I usually perma-ban people. Rarely do I not perma.

I dislike the thought of perma-banning because people should be able to come back.
That and its just very abusive.

You're as bad as the people who enter your server. You ban people for no reason, your moderating isn't very good and all of your add-ons are pretty useless. (Needless to say, you made them). You feed off of power and go crazy when somebody questions your capabilities - (for example: I called his add-on 'ancient' and this got me muted and banned permanently). I also managed to get past his muting system by using simple events, me and Kilser were communicating via a brick. Eventually he caught on and broke it.

I also built The Heart's Seal on the top of my building.** (see - Swastika) He took this as a 'national socialist Symbol' (as quoted), and thus banned me.

Yes you do learn chat in the tutorial. Most of the questions do not relate. Looked at BL ID's and there low.

The only thing that really gets on my nerves is when you can have all the rules set up, a quite odvious display for where to get a certain material, and have almost the entireity of a server go 'where do I get x?' over and over. Especially after adding a SIGN right under it.

So your suggestion is basicly asking these people to read. It's nice in theory....
