If this is only a broken bone, a fall for example, the Fire Dept. would not respond unless they happen to be in the area. During a fall or stroke, and ambulance a police officer will always respond. The ambulance to provide medical attention and the police officer to write up a report.

The only circumstance the Fire Dept. will show up is if theirs a fire, explosion, some kind of damage, or if the victim is trapped in or under something. In that case the Fire Dept. will handle the situation, provide first aid service, and pass the victim on to the medics.

In this case I assume their was a small fire and your neighbor was injured in some way.

While true, my mother had extreme blood loss due to reasons not including an injury, we called nine one one and reported it, and the fore truck and medics stopped by.

My neighbour had a fire in the kitchen once, i ran downstairs and saw what was happening. i looked out of the window from my kitchen, but didnt see.
Then thats the time when i went outside and looked.
FIRE was blowing out of the front door and the firefighters tried to fight the fire. Fire vs Human
Bad times.....
Now the house is up for sale for a year now.
