If its a fire emergency, the ambulance is in case its a medical emergency. The police don't come, they appear out.of nowhere and give everyone tickets.

The only circumstance the Fire Dept. will show up is if theirs a fire, explosion, some kind of damage, or if the victim is trapped in or under something. In that case the Fire Dept. will handle the situation, provide first aid service, and pass the victim on to the medics.

In this case I assume their was a small fire and your neighbor was injured in some way.
