So, what's the deal with the black ops pc disk?

I bought the disk specifically so I wouldn't have to download 10Mb of the game off of loving steam, and when I insert it, it does nothing more than tell steam I own the game. Can someone clarify what I'm supposed to do with the disk?

Put it in the disk drive, it should say "Install" or "Play" or something
