Data caps are evil as stuff.

I'm going to convince Bill Gates to fund me 100 million bucks so I can start an ISP company with uber fast speeds and no data caps.

Most companies have gigantic caps that are pretty hard to meet. Not sure why he has 10 gig cap. Mine is 250gb per month.

I use Cox Communications and they have a 250 GB cap officially, but they do not give a stuff if you break it.

Mine does not enforce their own caps either. I know people who use close to a terabyte because they like to watch streams on stream sites 20 hours a day.

10 GB a month, holy stuff, that's hella small.

i use skyblue
20$ /mo faster than comcast, unlimited gigs

Honestly Internet in America is much bigger than here. The biggest plans I've seen from companies like Vodafone are 30GB plans which cost $65 to $100 a month NZD... 250GB is unheard of. You underestimate how much more accessible internet is in places like America than smaller countries. :/

That would be the constant scan for updates.

To my knowledge, there's no way to fully disable it.

But, you can go to Control Panel -> Windows Updates -> On the side bar click Settings -> Drop Down Bar -> Never Check For Updates.

Oh snake.
Well its shrunk now. 0.10 to 0.30kb every few seconds, I'll monitor it carefully but hopefully it won't be too big of a problem.
