No,it has to do with your internet router's protocols and your computers.

If your router has UpNp then you can just start a multiplayer server and people may start joining.

Tips:Dont say "Plz join my server,or FREE ADMIN"or worst fake beta testing servers.
Also only idiots would join free admin servers as it can get very bad in a server that has everybody admins.
