It's just a transparent screen placed over your playGui. Even a newbie scripter could do this.

Night vision does not work in blockland. They're all green overlays that do jack stuff.

Dont see much point in these things all they do is make yur green brighter a bit and green which will annoy your eyes and mess with yur vision
