Blockland v20 - I don't know how to copy and paste files

What do you mean "can't build"?  You are not providing any information.  The default game clearly allows you to build.  You probably have some add-on installed that specifically prevents building. 

I press 1; the building bottom-bar comes up but my hands stay the same as if I had no tools out.
And I'm quite sure that I have not enabled* add-ons in-game.

*Does not enabling the add-ons completely override if any aspect of them gets loaded?

Sorry for double post, but:

I disabled all my TF2 weapon add-ons and that seemed to work. I don't know why.

Gui modifications do work, you just need an add-on for them.

May as well reply to this now, before I start being insulted by people. Could you link the add-on if it exists? Because I have no knowledge of add-on making past packaging one. If it doesn't, could you make it?

I think you're talking about GUI Replacer, and I tried that a long time ago. It doesn't work. But may as well try again.

Now someone decided to be a richard and change it to "I can't copy and paste files".
