TF2: Friendly Hales

Ok, so I've been really interested in Saxton Hale servers lately and I had a problem that plagues everyone.
Friendly hales. He leaves one guy alive and they don't attack eachother. They just sit and talk. Even when everyone is telling them to kill eachother. Seriously, this is why 6 year olds shouldn't have TF2...

Not when everyone wants to start the next round when all they can do is spectate.

The server I saw them on only allowed admins to start votekicks.
