99 years is a little excessive. Actually, it's completely over-the-top. Anymore a prompt smack of the arse is considered a "brutal beating". The glue thing is kind of cruel, but 99 years. How would you like it if your mom was taken away from you
forever?
Even if she was convicted correctly, I think plainly getting jail for one year is scary enough.
Or just go through a test, to show if your capable to handle children and be responsible.
Maybe people who were convicted of being cruel to their children should take it; a "licenses to own children" is reminiscent of Half-Life 2/1984. Population control and everything.
