My dog hates my brother

Ever since we got my dog he hates my brother he barks and wont get near him. My dog is sitting on my lap right now and I don't know how I can get it so he doesnt hate him anymore. My brother is slowly developed or special needs. My dog is a shihzhu and my mothers idea was if he barks at him she puts him in the cage and that does nothing. What in the forget can I do.
