Because it's already finished and it's going to be released soon, game companies don't publish their games and sell them the moment they are completed FYI.

Well there has been a few games that were released before the developers could smash more stuff into it, liked they planned.

You had the Droid planet and a whole heap of unfinished stuff. E.G see last planet's map, serveral areas unfinished.

Thats probably something else, thats probably when they were working on the game and decided to scrap it.
