What does Xbox Live do that breaks stuff??

at 12:46:09 PM PDT they had it saying "blah blah, check back in thirty minutes!"
so I did and they've still got the same message, just with a different time stamp
and I don't even know if that was the first time they had the message up
but I can't sign into xbox live because of this
I can find other things to do, but what I wanna know is why this happens
like, what are they doing, whyyyy is it having trouble

Having the same problem, one guy was live streaming and had to stop because he lost connection to xbox live.
