Did you even read the thing lol. It's the Windows staff during the debugging who named it that and forgot to rename it after they were done.
Yes I read it and yes I know that that's what it says (not exactly but pretty much). But there are other possibilities; and also I think you forgot to read that that's only been found in windows 2000 and NT. I can't find any evidence of it being in XP, Vista, 7, or 8.

This is LATE. I knew about the Utah thing for a month now.

Although the whole NSA thing is kind of a big deal, it will disappear from the minds of the general populace soon enough. I will state that in one standard year from now, very few people will care about the NSA, Heck, the NSA itself probably knows this.

I know the file itself is found on versions all the way up to windows 8; I'm looking at it right now on window 7. but I see nothing stating that all versions up to 8 actually have the two keys in them.

If this is to protect us, then was the government keeping this is a secret from us? The bad guys in the US already know the government is looking for them. So their is no point in keeping that a secret.
