It doesn't keep you from logging in, assuming that's what happened. Might be a variant of crypto locker but I doubt it.

The one my brother got had a timer but I'm sure it was just for show.

it's been posted before i'll even post it, if they click on it it's their fault, it has a warning for a reason.

Like I said, you don't need to safe boot. Just close the process fast enough. I've done it on so many computers and it normally gives you time. If possible you may want to get rkill and a virus protection program with a usb flashdrive.

or boot in safe mode... it doesn't really matter though safe mode is easiest - The trick is to hold the Shift button and mash the F8 key

Do you ever go out and buy a visa card and purposely download a virus and when it tells you to put your credit card in you put in the visa card number so they can take the money
i mean theyre people too they need money
or is that just me

or it also might be cryptolocker
which i have absolutely no idea how to fix sadly
Cryptolocker is unfixable. If you got it, your files are lost. But you can prevent it from working on your computer.

Have fun

Alternatively run Win 8 in safemode and run a malewarebytes deep scan.

Get a really small operating system like Puppy Linux and burn the image onto a disk, or on a flash drive with Pendrive Linux Installer. Then mount C:\ and retrieve any personal data. Then wipe your hard drive, weep, and reinstall windows.

Or you could try to delete the program in Linux.
