How many TF2 Keys can you buy?
Depending on that you might be able to trade them for a better RTS. For instance this guy: http://www.reddit.com/r/SteamGameSwap/comments/1wtj57/h_one_tf2dota_2_key_w_civ_v/ sells Civ 5 (30 euro) for 1 TF2 Key, because it was also previously on sale and on some bundles. You could get off easy if you do it this way. It's basically a pre-sale sale which is even better than the sale itself.

The only real way to go is to trade TF2 keys for it. You can get 2 right now, and trade them for Civ V or something similar.

Buy tf2 items with it (although they'll come out as dirty), and trade them for money through PayPal. Then, see if you can buy Warcraft 2 online.

I got a copy of Warcraft 2 for only .50 cents.
