No, TEDIOREs explode, he's asking for the thrown gun to shoot it's normal projectile, and that's the sole purpose of the weapon, to throw it and have it shoot where its pointing, not to be a normal gun with a fancy reload method
BL2's is similar, but he directly referenced the Left 4 Block. You could probably just ask the developer (forgot who) if he could just rip it out and release it as a standalone
Rotondo is the guy who made the downed system for L4B, but my idea has you die instantly if you are downed from HIGHLY DAMAGING attacks(100 damage or more), and has a "last chance hit point"
Revival systemUpon running out of health, the player is forced to crouch and must be clicked a certain number of times to be revived. The player will bleed slowly. Any attack that does more than 100 damage(or more/less) will bypass the incapacitated state and kill the victim. Downed players will have an icon over them, like Left 4 Block.
"Last Chance" Hit point to go with it, if possibleAny attack that would normally kill the player will leave the player with 1 health and 1 second of invincibility. This only happens ONCE per life. Get hit again, and its either incapacitation or death, depending on how damaging the attack was.
Blockhead A was shot with 30 health left. The attack did 30 damage. Blockhead A now has 1 health left and ONE second of invincibility. Blockhead A was shot again. Blockhead A was downed.
