SAI overlaps windows taskbar?

You know when you watch a Youtube video or Netflix or something in fullscreen, and it overlaps the toolbar so it doesn't pop up/isn't there?

Painttool SAI is doing the same thing when the window is maximized, and it's pretty annoying especially when i keep getting steam blips.

Would this be an error on the program's part or on the taskbar's part, hopefully the latter because i would love to be able to swap between SAI and Steam easily while having SAI maximized.

To the small extent that the Options menu goes, there isn't a fullscreen option.

I don't know how to fix it, but it shouldn't be that inconvenient if you can just alt+tab to a different program that does let it show then select steam.

I've had this problem with other programs as well, such as photoshop. What usually fixes the issue is to disable auto-hiding the taskbar.

one time I had that happen with some program but when i clicked on the taskbar it re-overlapped the program again
