I was doing some research on cheap graphic's cards and stumbled upon a couple nice ones

Does it matter what kind of hardware I have if I want to install one of these?
Or if I use an out dated OS (aka Vista)

Vista is fine just make sure the parts can actually fit into your motherboard.

The difference between the cards is that the Radeon HD 6670 has a PCI Express 2.1 x16 connection and the Radeon R7 250 has PCI-Express 3.0 x16.
So you have to look at your motherboard to see what PCIe slots it has.
If it is a 2.x slot, it doesn't matter
If it is a 3.x slot, you are better off with the Radeon R7 250
You cant do much wrong buying any of those.
If one works, the other will work too.
