((40 - Pokémon's level) ÷ 10 )x
if groudon is level 70, that makes 40 - 70 = -30 ÷ 10 = -3x catchrate

That's not the catchrate at all.

Groudon has a low catch rate of 5 to begin with (gives him a 0.7% chance to be caught at default with a pokeball, according to his bulbapedia page).

Then there's a whole bunch of other variables to consider too.
