he's selling me the PSVita, a case for it, a CoD game for the Vita (idk which one), and a NFS game for it (still dont know which one). he wants $175 for the vita or $200 for the vita with the case and 2 games.

You can go to gamestop and get a new PSVita + Borderlands 2 Limited Edition bundled for $200. Black Ops Declassified isn't great, and if you want Need for Speed: Most Wanted for the Vita, you could get a new PSVita and NFS for $200.
Either way, your friend's deal will get you more games, but whether you like the games he offers or not is up to you. Look into the games and see if you'd like them, and also ask if his Vita has wifi.
