Hatmod keeps giving everyone the same hats

Jakes hatmod always gives everyone 1 kind of hat. for example, it always gave me sunglasses and it always gave my friend spartan hats.
If anybody knows how to fix this, or know of a newer version, please tell me!

If you have RTB installed then it may be a preference you can change to make sure everybody always gets the same hat, if not either myself or someone else will find the preference that you can put into the server console to change this.
