If you'd actually pay attention before typing out a post you'd see that there are two separate section. The guidelines you are quoting are from the 'Advice and unspoken guidelines' section.

the extra ones you've added are either baloney or not true at all

The rules are scattered pretty much across multiple boards and the 'excess ones' are not meant to be rules.
