Vehicle Selection Menu for Spawns

I really need something like that for my SuperKart project, basicly it's a GUI that pops up very similiar to the menu when you wrench the Vehicle Spawn but instead you click the spawn to open it, and you can choose the vehicle and it's color in the menu.

Also there should be events that allow which vehicles the people can or can't choose

Possibly a event system? But their would be no GUI.
