like the hi-res project for Gmod, we could have people send in hi-res replacement textures for already made maps or resources, think that'd be a good idea or is BS anti-hires?

sure, you may as well double the size of the totally blank textures.

i don't think BL needs higher resolutions. at a certain point, its not noticable. any graphics tweaking i would rather have to make bricks look better. and i couldn't think of any since most graphics on this game are controlled by your own computer's settings anyway.

I never said exactly do it. It would have the same affect though.

800 polys wouldn't even be noticable.

Well, Torque only supports textures up to 1024x1024, and only 256x256 for terrain.  It'd be easier to produce your own textures at that size (1024x1024) than to find them for free online.  Unless you're a photographer of course.
