If any of these exist, please inform me and/or provide me with a link, I would appreciate it.

-Votekick mod (I know this exists but I can't find it.)

-Voteban mod (90%+ of server has to agree to the ban, and can't be a perma)

-Baseplates with less than x amount of bricks on it will be destroyed after a certain time period.

-Vote clearbricks (60%+ of server has to agree)

Again, if any of these exist, please let me know.

do you mean vote clearbricks for the entire server, or just a person that's spamming it
either way it'd be reeeeeeeeealy abusable

No, that's a bad idea, anyone could just troll someone with it by getting the entire server to say yes.
Someone decides to build something very cool (time consuming) and someone decides to vote clear, and it succeeds.

The votekick mod I remember allowed you to ban people.

I host a Fort Wars, and I save everyone's base with the server, so if someone decides to spam, people can voteclear. If theres any better ideas/scripts let me know

I understand. I've hosted a Fort Wars too but it's a lot better if you manually check each build. Vote clear isn't a good idea in the first place, in my opinion it represents the host being lazy. If you can't manually check daily, I would recommend getting admins you can trust.

I may release a couple tools I had for my Fort Wars, but they don't make things lazier, just better
