i buy my windows10 ultimate's from reddit software traders for 35 bucks.
so far i have gotten 8 copies and all have been legit and lasted without issues. i believe they were student deals someone is selling.
i will use this as my suggestion with my list, and take full responsibility for it lol

most people who do that are MSDN subscribers. they get a lot of free microsoft software. but it's crazy expensive. $1200 a year to start with, and $800 renewal every year after that
you can also subscribe to it for $540 a year, but if you ever end the subscription, the software that came with it expires too, which is obviously bad for people trying to resell the keys
