I wonder why a terror group hasn't done this yet:

Launch a stuffty attack, kill a few people, blow some stuff up, the usual.

Then in 2-5 days, when people are holding vigils, moments of silence, etc where they're ALL IN A HUGE CROWD, launch a much better attack.
