Actually, I lied.  I might do it if they wouldn't mind me charging extra to walliecard users.  I mean if you want to pay walliecard 5 bucks for the privilege of sending me 20, that's your problem.  I have a gut feeling this wouldn't fly, though.

Badspot obviously has the right to recompense for a loss in profits incurred through potential WallieCard purchases.  Increasing the purchase price to offset the lost is totally within legal and ethical standards.  You're asking for Badspot to provide a specialty service, and for that he can charge a premium.
