So imagine cloaks are a thing and we can utilize them on soldiers and tanks and stuff. It would probably change the world and warfare would be so much different. Or it wont?
Well cloaking devices only work when you are standing still and the cloaked object stand still, Well atleast for now. In the future we might get some harry potter stuff but ill talk about that later. Also the cloaking things right now work with lenses so we cant really use it as suits but imagine we can and the work the same way as lenses. It could be usefull for scouts and snipers to remain hidden, sure. Well not really, unless it can block out heat signatures it isnt really all that usefull, unless you attack some rebel force wich doesnt have hightech equipment and stuff.

But what if in the future you can move with the cloaking device and it doesnt let heat escape (and you wont die of overheating either somehow). Well guns still have muzzle flash so you'll get detected p easy if you use a gun without a flash supressor. But than you have the issue of sound. Luckely you can always use a supressor (wich also hides the muzzle flash) but that doesnt really reduce all noise. The hammer or pull bolt or whatever the forget still makes noise and when your projectile travels faster than Mach 1 you will hear a little pop. So unless you have a gun that doesnt shoot bullets at the speed of sound and is near silent, your pest option is some sort of melee weapon or a bow wich is pretty impractical when you try to fight a war. Could be used for espionage tough.

Well yeah and no.
Since matter interacts with other matter, your moving cloaked body will still interact with air, water, fire, and whatever solid object. So if you happen to run trough smoke you will be pretty easy to see. Same with water and whatsnot.

So in conclusion. cloaking devices are usefull for doing certain things but they are not really good to mass deploy it on every soldier.

It depends if it diverts light from the perspective of the guy looking at him or literally every way.
You can have wireless cameras floating near you giving you a video feed somehow, wich would also be useless indoor.
