No, it's only rooftops and a couple interiors, sadly. There are a few ground-level and some below-ground areas, but there aren't many and I think a few of them are mission-exclusive. I'd say the PC is the best way to go simply because of mouse and keyboard controls (kind of a matter of opinion but when you need to make sudden adjustments you won't regret it), but I can see how the recommended specs being a GTX 970 and 16GB of RAM can scare away people.
It's great fun but the skill tree kills that enjoyment most of the time. It shouldn't have one and there's no real reason to have it whatsoever. At the beginning of the game even some of the familiar abilities from the first game, such as using Q to turn around and rolling after a long fall, are locked behind this tree. You only earn skill points through main story missions and a few side missions, and, in some cases, the story forces you to buy certain upgrades (example: grappling hook for later in the game).
Story's alright. It's the same idea as the first except different. I'd say more but I'll let you figure it out because spoilers.
