i know this is only part of your post, but technically speaking, he shouldn't have to. the war powers act requires him to at least notify congress a little bit in advance and that he can't keep troops abroad past a certain number of days without approval, but then again, the war powers act is probably unconstitutional so who forgetin knows

congress can always just defund the military if they really want to stop the president tho, so long as they're willing to take the public opinion hit (which they uhh probably won't)

All right, I'll spill the beans in case you don't know, kid.  HRC and Jewma Abedin hired a bunch of young "bright" reporters and other libcuck losers and told them to go get the polls.  So the cronies went to every nook and cranny (or as they like to call it, cities and left leaning places (i.e. universities and colleges)) and asked everyone in the area (other young people and liberals) who they were voting for.  This, of course, led them to believe that THE GENERAL POPULATION was heavily in favor if Hillary Clinton.  Kapische?
