Spring for a laptop with a 950m or 1050(ti) if you can, but a 940mx would service those games decently.
Which games out of those i stated do you believe i would need a 950m or a 1050 ti

I'm limited to as where i can buy computers, mostly because I don't have any way to pay for online parts

look at a best buy or frys near you.
lenovo laptops are god tier
you don't get as much spec for your buck but you get such incredible build quality that you often dont have to deal with it breaking.
lenovo thinkpads dont break as i found out.

if you're looking for battery life over power, look at a U series intel CPU, they often times have 2x the battery life with a fraction of heat production.

your choice of GPU doesn't mean jack diddly stuff with the games you listed, you p much only lose shaders on roosterland and having to lower the settings on starcrap if you're talking about the remaster. futureproofing is a bit of an issue on this choice though. although there's a solid chance you're not forgeted on intel HD graphics today

as for storage: avoid SSD only laptops because they'll almost always have 256GB and that is simply not enough for what you want to do. if you see a laptop with 512GB or similar of SSD space in your price point it'll be worth it though.

looking at that second hp laptop further, you're dealing with a potential problem with heat (potential because of the reduced heat production on a U series intel cpu) on top of pure HP quality (aka cancer parts)

build quality >>> specs when it comes to a laptop

you'll have to buy a new laptop in 3 years instead of 5 if it doesnt break
but it likely wont break in 3 years instead of the better specced laptop.
there aint no changing any real parts out in a laptop either, which is why its incredibly important.
