do i need half life 2 for this work, or is steam's portal alone good enough??

Well, if it says you need Half-Life 2 then you probably do need it...

If you get the HL2 demo,the map will still work the way it's supposed to. So don't worry about having to pay for it, if you're not already planning to buy Half Life 2.
