How do I make decals?

Sorry if I sound like a noob but I was wondering what program to use when making decals/faces? I tried using Photoshop CS3 before but I didn't get it working. Any idea of what to do next?

You could use Paint if you don't want to download annything
But you can't make transparent decals whit it and they don't look good

You could do it like me and use Paint.net
Its free, easy and you can make transparent decals whit it

Normally it should work whit Photoshop too, maybe you had the wrong size

Firstly, you need a photo editing program, that supports Transparency. Paint sucks horribly, while Photoshop has more options.

Then, make a 256x256 pixel image of your decal, then, re-size it to 64x64.

After that, go HERE.
