I really don't care what type of boat it is, but someone has to make one, it could be a little speed boat, a ferry, a yacht, a military boat, an aircraft carrier, a fishing ship, a sailboat, a raft, a kayak...

Why has no one made a boat yet?

The problem with water is that most maps have a different viscosity level for water blocks. So on one map the boat may go 100bps and on another 5bps.

That isn't a problem. Viscosity Levels are for the most part the same. Any map with a different Viscosity level doesn't have water.

Just make a player type/ bot thing like the horse. The horse goes faster on land than in water, just switch those around. Hell, take the horse's model and call it a seahorse for all I care.
