Steam help

 I reinstalled Steam and this came up, I don't understand what this means by "Running Steam in windows compatibility mode is not recommended."

     

 This might have been the center point of my problems, or something else. So what should I do with this?

Like Steam has nothing to do with gaming. Plus I'm not a member of the forum, er I don't know if my Steam account will work with the forums.

Right click the Steam icon and click properties. Go to the compatibility tab and disabled compatibility mode (assuming it is enabled). You shouldn't need it on to use Steam correctly.
