I would use it for some TDM servers possibly in an RP by being some sort of terrorist.

Have it as a weapon, kinda like that old Landmine. You use it and it plants. Then it is activated. For the EMP Bomb, make it like the grenade. you can throw it and it explodes in a 12x 12x 12x Explosion.
