Is this true? If so, than do you still need a static IP address?

If your dsl you might not be able to avoid port forwarding.
But cable, just don't use a router. ANd tada, no ports to worry about

ASDF, DSL. If I port forwarded, and did this, would I still need a static IP address?

Dsl modems are built in with a router. And you may not have a choice.
But cable, if you really can't figure out forwarding, just unplug the damn thing and run that single ethernet cord from the moden directly to your comp.
