I bought Modern Warefare 2 disk. Does it install on the disk?

So I bought Modern Warfare 2 for my comp, and after 20 minutes of installing on a disk, it says it has to download. Can I install the game entirely from the disk, or do I actually have to download it?

You can install from the disc, but you have to download the update(s).
