and I can't access my loadout. Does that mean that your server isn't connected to steam?

Try to retry. I don't have any loadout access problems.
But I think you shouldn't worry too much about it. You will get your items anyways if you happen to join a server where your loadout is avaiable.

valve has already stated they are fine with idling in aserver using tf2. they are NOT fine, however, with external programs.
