I currently have 256kbps - 30KB/s download and 128kbps - 15KB/s upload. I'm getting 24mbps - 3MB/s download and 8mbps - 1MB/s upload soon. It's the fastest available in my country.

If it's on the same network as your computer, and the computer is on, yes.

Ok because the problem is that it takes it like 30 seconds to 2 minutes to sign on. and it can (rarely) find a match and when it does i have a red bar connection and i lag out

Turn off your computer when playing your PS3 and see if it makes a difference. If it doesn't, check if your PS3 is on wireless or wired connection.

Wireless - your PS3 is probably too far from the nearest connection.
Wired - get less stuffty internet.

I'm almost done with a virus scan and so far found 20 spy cookies and I'm pretty sure that is what's wrong.
