I have looked it up and it seems that 4.0 MBPS is a good internet connection speed. One web site said that a spy cookie or trojan can slow it down by hogging my bandwich. Is this true?

They can slow your connection down.

I have a 16Mbps connection, which should be around 2MBps. I hardly ever get that on downloads; I attribute it to inefficiencies in my router/modem/cords combination but I'm probably wrong.

Something tells me you all are just reading the "Speed: x" part of your (wireless) network connection info. Mine says I get 54 MBPS, but I only get 700 kb/sdownload speeds.

That's between your computer and your router/modem, idiot.

Mbps = megabits per second
MB/s = megabytes per second
8 bits = 1 byte
so your Mbps speed divided by 8 is your MB/s speed
so if you have 4 Mbps, it will take you 2 seconds to download a 1 MB file.
